There are no government grants for women to start a business. There are only loans. Consider this, in third-world countries charities like Grameen Bank offer loans under $100 to women to start cottage industries, but even there the money is a loan. This is because the lender than can reuse the money to assist someone else. Why would someone GIVE money away so they can make even more money? Especially in a developed nation, when they won't do it in a third-world nation for a pittance.

However, there are a lot of loans available for business women and minorities (most locally rather than federal).
