Why is there a disclosure on Allstate Auto ins. that says not available in all states?

I'm an outsider [a Brit] but having been here a few years, I think it's because the states regulate auto insurance, not the feds. However, my understanding is that this relates to the issuance of policies, not their validity in other states. That would be too difficult; how would you be able to travel between states?
