I have a hub with zero outgoing links but I still get Overly Promotional

The Overly Promotional flag will not be lifted from a hub that's been moderated until you submit the hub for publication, using the button on the hub itself. At that time, it goes into a queue to be reviewed. Once I get to it in that queue and see that it's been brought into compliance with our rules, I republish it, and that message disappears.

Hubpage staff looks at the contents and not the links. Overpromotional does not mean that you are selling your brand with links. Overpromotional means that maybe you have too many links in the hubpage, only two are allowed. Overpromotional means that the content is promoting one item or product too much.
