Yes. The tissues of the mouth and throat are very thin, and a minor abrassion can cause transmission of HIV into the bloodstream.

HIV is spread via one of three means:
- blood
- sexual
- vertical ie from mother to child
the virus lives in all human fluids and can spread across defects in surface barriers.
the recipient of oral sex is less at risk due to the potential for virus to pass abrasions in the oral mucosa. saliva contains lower viral loads than fluid such as semen

Well lets see...if obtaining STDs (including HIV) is the transfer of infected bodily fluids to another potential host body, and oral sex is the transfer of bodily fluids from one person to another, and I do my math correctly, the answer is yes.
Amanda Godby says
Any exchange of any bodily fluids from an HIV infected person to a non infected person, can transmit the infection. Be it saliva, blood, semen, what ever, HIV can be transmitted though all bodily fluids. Now, I'm not saying that it always happens, but there is always that risk. All bodily fluids of an infected person have the potential to transmit HIV to another who is not already infected.
