Inasmuch as "always" is defined in terms of time, this question has a circular feel to it. . . but I never remember a time with no time.
Or at least, not at this time.

Hmm...avoiding the plethora of physics debates I'm just going to go ahead and say yes time has always existed. It's part of the fabric of the universe. The way we measure it, however, is pretty arbitrary.
Faceless39 says
As long as space has existed, time has existed. Time is merely a measurement in space from one place to another. There is no space without time, and no time without space; at least in this dimension.

Time has always existed but not as we all perceive it . Time exists as Bubbles. The mother Time Bubble is Dark Energy Waves which has always existed. Every other Time Bubble goes in progression from large to small. A Star is a Time Bubble as well as us down to the smallest particle. We are all individual Time Bubbles that came out of Dark Energy and we will die and return to Dark Energy. The process by which each new bubble comes out of the Mother Bubble is explained in Dohgon Cosmogony.

Quite possibly although it is one of those questions that is more than likely unanswerable.

How so? Either it has or it hasn't. It is important to the understanding of things.

Physicists believe that time began at the big bang. If they are right, you have an answer. If not, more to come later!

Jesus said I am the alpha and Omega, the beginning and the end. Since there is a beginning time had a starting point.

Time doesn't exist at all!
