If you do not love the person you are with, do not waste their time. Especially, if they are in love with you and want something serious and lasting. It is not fair to them. It is better to be truthful now and hurt them some, than to lead them on, waste their time and hurt them a lot later.

Instead of saying it you can show it. If she or he tells you "I love you", you can avoid the answer "me too" by kissing or huging that person. Not the best way but... it usually works.
Say it really when you feel you should say it. This are precious words. they really are.
