This depends on the proposer's role in your life.
If you still value him as a friend, let him down easy while conveying that you still wish to be friends.
If you really don't want him in your life you have a bit more difficult task. Be polite, but don't lead him on: "That's so sweet of you. I am positive you will meet the special girl for you someday, but that girl isn't me."

the most important thing to remember about a proposal is: YOU DONT HAVE TO SAY YES. Believe it or not, just because they went out on a limb to propose doesn't mean that you need to say yes to something you are not ready for/ have no interest in. The next thing you should remember is to let the person down gently. For example: "you muct be joking?!" wont really fix the situation. It is much better to say "We'll talk about this later" or pull the person somewhere quiet and explain the reasoning.
