You mean to say that cucumbers are not growing in size and the flowers are dying. Some time this is a fungal diseases. Try spraying it with copper oxychloride (easy available in garden centre). This will help you get rid of this problem.

It could be that they are not getting pollinated. Do you have bees in your garden? You will see them in the early morning hours. If not then you might be able to hand pollinate them. Go to one of my articles at eHow to see how to pollinate cucurbits.
