It simply means that concepts of creativity are often used in the place of concepts of innovation and vice versa. In other words the one can replace the other.
Although, simply put, creativity is the act of making something new, generation of new ideas or concepts, whereas innovation refers to the new or better way of doing something or applying ideas successfully, positive changes in thinking, products, processes, or organizations.
Creativity doesn't necessarily preceed innovation as creative process is necessary for innovative thinking, i.e. new associations of the creative mind between existing ideas or concepts.
