No, he was not looking at her. If you look at the still photo, yes it does look like he is checking her out. However, when they played the video of the incident he is clearly not looking at her. He is slightly turned because he is helping another woman walk down the steps. France's prime minister was definitely checking her out based on the video that Good Morning America aired.
