Make it wet again by leaving a blob of paper towels soaked in water and disinfectant on it for a while. Let is sit for an hour or so and use something like cardboard or halves of disposable plates to scrape up the wet towel and anything under it.
From there, spray cleaner should get whatever is left behind on the floor.

Apply moisture and rub. I recommend using a pet sanitizer/deoderizer product on it. I like Nature's Miracle. It comes in a red and white bottle and is readily available at Petsmart. Next time don't let the poop dry on the tile.
