France or Canada is the cheapest maybe even free you have to check.
If you have an Insurance plan you should be covered depending on your policy.

Cheapest? Well, maybe Israel. You have to think about their safety level and how long you'd have to wait for the kidney. Don't go to China or Japan!
Buying them is illegal in the US but it happens. Hospitals & doctors are very opposed to this. I wouldn't do it myself...
Having a family member or friend give you one is a decent option, since the wait is so long...
