However, in addition to the other answer, I would caution that you make sure you are not wasting the time and resources of this organization and are not taking them away from a REAL case they could have been helping. In other words, are things "not how you would do them" or "really and definitely bad"? Several people don't take the same care as I would of an animal, yet they do provide the essentials and are within the boundaries of what is called legally acceptable, although if asked I would give my opinion as to things I think they should do differently. I suppose gray areas are a difficult call.

if you suspect any animals neglect or abuse it should be reported immediately to the spca or the police if very urgent, too many people do not report this cruelty!
