Well, the pictures may not be, but usually they have captions. That is where the creativity comes in. E.g., on a dating site, a 400-pound woman puts up a picture of Candi Juggs (a creative generic stripper name) in action and captions it "Here I am keeping in shape on the pole in my bedroom."

In today's world sexy pictures sell the product. No matter how much we disapprove of the tactic, a sexy woman will undoubtedly bring in the views because men and women are curious.
Romance articles, short stories of lewd encounters capped by low profile drama add to the demeanor of creative writing. Let's face it. Men and women alike are aroused by what they read. If they can see a sexy picture to go along with the reading it makes it more interesting if it is done with taste.
Taste and being seductive when you write can lead to good reading. Many romance novelist have used this on their book covers to sell their product for a long time and consider it to be a major part of their creative writing skill.

None of us have th right to judge someones creative side. But, no writing it is not. Thanks for asking I have been wondering also.....

If our starting premise is to define creativity then we may get nearer to an objective view of this question. My definition of creative writing is to write anything that is original. However creativity in the individual is to create anything artistic that is tangible. A painting, photograph,carving,sculpture poem, letter or essay are all part of the creative talent of human beings. Each of these disciplines are a part of human creativity, the whole being the synergy of the subject matter.
Now for those impatient to the point people out there I will get to the point. If a picture can paint a thousand words then could this be what the question is getting at. The words are not there but the picture can tell a story. An example is the famous English painter John Constable. Go the Tate Gallery near Vauxhall bridge and look at one of his paintings. First stand back about 15 feet away and take in the painting as a whole. Then take 2 steps forward and look at the subject again. After 6 or 7 steps you will be much closer to the painting. Now took in sections at the details. A couple eating food. A drover driving the oxen forward to pull the heavy wagon from the river. A dog running from a butcher's shop with a line of sausages trailing behind him. Is this not a story cleverly and skillfully told by the artists brush.
I am not going to answer what I think. What I am going to do is mention that after careful consideration our knee jerk opinion can be swayed by a balanced view of any topic.
