Find a hosting provider which has Fantastico deluxe script and you could easily create your own forum using the auto install forum software.
I build my ecommerce forum "ecommerceforum.probyte2u.com"
using phpBB forum software.

There are plenty of sites offering free forum hosting, do a search for 'free phpbb forum' and many of them will come up to look at.
You can vote each answer up or down to show your support or disapproval. You cannot flag an answer, but if an answer receives enough down votes compared to up votes, then it will become hidden.
