Why do some men that you date act like a leech on your skin

I don't think it's always a lack of self-confidence, it's just that they can be very into you! But also bear in mind that his touching your skin may also be a sign that what he really wants to do is get into bed with you - And if it feels like he's being a 'leech' he's probably moving way too fast! It can be a major turn off for the woman.
