Google does an excellent job of explaining how their payday works. To see that explanation go to your account, go to overview of earnings, click on "payment history", and from there (on the right-hand side of the page) click on "When will I get paid?" They offer calendars to show the different days in the payment process.
The quick answer to your question is that publishers are paid when their earnings reach $100. When that happens publishers will around the 25th of the following month. Example: If someone's earning hit $100 on February 10 that person would receive payment around the 25th of March.
