I am not an expert but as a person who has had to regulate his blood sugar for several years, I offer the following. Insulin is naturally produced in the body and will usually regulate sugar, within reason. For a diabetic either they do not have much insulin or, as in my case, have insulin but it does not process without help, for example, with oral medications.Factors such as weight and exercise also play a part.

Sure, sweet foods increase sugar level in the blood so a person should not exceed with these kind of food in order to avoid health problem. However also a lacking of sugar can cause problems (sugar is "ready energy" to spend for the human organism)
