The best way to learn another language is to use a language learning program such as the Pimsleur language recordings. The Pimsleur brand is supposedly used by the CIA, and it worked for me. ANother great way to learn is by watching tv shows in the language you are trying to learn. You read the subtitles and you learn to correspond the words you read with the ones being said. That really helped me with learning Japanese. One last tip that I really enjoyed was buying a language dictonary and making stickers with the words of different things in my house such as bathroom, bedroom, mirror, window, etc... I also taped pieces of paper with sayings i wanted to learn beside the mirror in the bathroom and where i put my shoes on each morning. Hope this has answered your questions fairly well.
