What could cause my condensor coils on my outdoor unit to close uniformly in the same direction?
My upstairs unit went out, the repairman came out checked the attic said everything was okay and somehow got the unit working again. He noted that some of the fins were closed. 1 month later it went out again. Another company came out, 99% of the fins were bent and he said that the unit had been power washed. I know that is not possible because we have not even power washed our home and also the downstairs unit is only about 12" away from it and has not been damaged. I need to know if there is anything, maybe mechanical that could cause this to occur.

There is nothing mechanical on your outdoor unit that will cause the fins on the coil to bend. The only way those fins can be bent is by pressure exerted on them. Those fins are delicate and can be bent with a small amount of pressure. Even wiping them or brushing them with a stiff brush can damage them.
Most all exterior units have a grate or covering around the outside of your unit to protect them from this type of damage. This type of damage can occur with a strong stream of water. A water hose with a sprayer attachment can also do the same type of damage that the second repairman noted.
It sounds like someone attempted to "clean" them but did a little more damage than good.
