Why do we, have to pay for Health Insurance if; when we go to the Doctor, it want cover our Health C
I have two Health Care Plans and I still ,could not afford oral surgery to have my tooth pulled.

You have to read the details of your plan. Many plans exclude things... it's a make money business. Health care is about profits not care. It's unfortunate but that's how a for profit system works. I worked for a Health Insurance Company. And there job is to deny as many claims as possible so they will make more profit.
