Cooling a room with a fan ...
Coming into a closed, hot room, which is more effective, trying to blow the hot air out, or trying to blow cool air in. With a window fan or a fan at an open door.

You need to create a current ... do what it takes. A fan at the window can work but what if it is 'boiling' outside? Opening a door and a window would be best in my opinion - get that air-flow moving ...
