Belief in someone and passion for who they are or what they stand for makes for a high qualification. However, lack of personal experience may bring you into situations where you are in over your head. If you will be surrounded by wise team members who are highly qualified for the position and you have strong leadership skills, that will help. If that is the case, it is a good idea to listen to wise council.

In California, USA, we have a Governor who was highly unqualified for the job (as an actor). He had a lot of charisma. He failed to listen to wise council and now our state is in serious trouble (the economy in general of course has also played a part).

If you run for office, your first and foremost qualification is a desire to serve. Next, to fight injustice, and uphold truth. You also need to have strong morals-- If you have these "character" qualifications, you are on your way to making a great leader.

if the people know that the person is fit for the job, then it is right to candidate as an official. but you also have to consider what the person have to say for him self, if he do not want to be a candidate then he should not be. if he or she ever wins because of the people around him and he is fit to be an official but do not have interest in having the position, that person will not do the job correctly i think
