How to curb bribery?
The Officers should be provided with all latest gadgets for their work and as well at home. They should be made proud to be an officer of their respective country's government. They should be praised and in some occasion must be gifted for their honest actions This way a portion of bribery can be reduced. But, still the Officers should have a determination that they should be honest. Without that the bribery cannot be curbed.

This is such a tough question. In my opinion bribery can be "combated" by higher pay in areas where corruption exists so people will be less inclined to accept bribes; also tougher penalties on convictions of bribery are necessary. A system of "checks and balances" that works can help too.

Sunlight is the best disinfectant. Unfortunately the press as it is currently constituted is not doing the job of holding the wealthy and the powerful accountable. With no downside human nature will rear its ugly head and people will take as much as they can.
