I have been rejected a Google adsense account ,then why the hell is Google ads appearing on my hubs?

Google Adsense is automatically displayed on your hubs. If you have been rejected from the affiliate program, you can remove AdSense from all your non-commercial hubs (hubs with no links in them) by editing each hub and changing the ad level to "none."

Because HubPages can still show ads and you have the option to turn off the ads - that is only possible if your hub is non-commercial.
