Do you think that water-boarding is torture? Either way, should governments use it to extract important information?

Yes, I think water-boarding is torture and governments should not be using it to extract important information or information of any kind from a prisoner. Besides, I thought they proved long ago that torture rarely extracted reliable, useful information from prisoners.
