Best being in the eye of the golfer, I'd look up the courses listed below. By the way, I've listed those in Raleigh and in the Raleigh area.
"A-plus" Courses:
Heritage (Wake Forest)
The Neuse (Clayton)
The new NC State University Course (it's new - can't remember the name, but several people have told me it's fantastic)
Finley GC (Chapel Hill; the University of NC Course)
The River (Clayton, I think; definitely in Johnston County)
River Run (again, probably a Clayton address)
"B" Courses:
Olde Liberty (Franklin County)
Falls Village (Durham County)
Finally, if you are relocating to the Raleigh area, you'll want to explore the courses in the Pinehurst and Sandhills areas, most of which are "A-plus" or "A" golf courses.
