I don't think anyone makes money with no effort. You don't need to spend much money to be successful especially if you start a blog, but you will need to put in a lot of time especially in the first few years. Once that initial hard work is put it and you are well known, then life will be easier and you probably won't need to work as hard.

No, you ether need the time to build your sites up OR the money to spend for others to due it for you.
