I think the answer is "yes". Thats why those who go to high altitudes use oxygen cylinders. It may cause hypoxia (decreased Oxygen in blood) which may result dizziness.
One of the other dangers at high altitudes is Epistaxis (bleeding from nostrils) which is due to sudden exposure to pressure variations.
