One public park that offers a great deal of romantic spots is Golden Gate Park in San Francisco. I actually have a hub about having a romantic fall picnic in the park

I think one of the best things about spending a day in the park with someone you love is how easy it is to put it together. It also is very relaxing and can give you an opportunity to get to know each other better. The dress is casual, the atmosphere is inviting, and the accommodations are often very nice.

I would choose a park with a water feature like a lake. It is nice to have a trail to walk on. Large grassy areas make for a nice picnic spot. Romance can be incorporated by how you set things up as far as little details-

Send your love a note to meet you and make it mysterious

Pack a great lunch filled with all kinds of special goodies

Have some kind of entertainment such as a board game or read from a gripping novel or poetry (cheesy but sweet)

Offer a nice back rub or foot rub while you relax on the blanket

Have a small vase of flowers

Fly a Kite together

Hunt for heart shaped rocks

To make it a little more extravagant-

Take photos or have a photographer meet you there

Hire a violinist or guitar player to play songs while you eat
