Has a Blog a bigger chance of being seen, i.e. attracts more traffic than a HubPage?
In what way can a Blog help a HubPage traffic-wise? Does one need a Blog to direct traffic to his hubpages? That's 3 questions in one :)

Ok, I'll do my best to answer your questions! A hubpage will get ranked a lot quicker than a blog. This is because hubpages has a google pagerank of 6, a new blog will have no pagerank at all. So a hub is more likley to be seen quickly than a blog.
That said a blog can be a good addition to your online marketing strategy though not essential. It will take a good while and lots of work to get regular readers. You'll need to post to your blog at least 2/3 times a week and make sure each blog post is optimized for your keyphrases.
My best advice would be to learn about optimizing your hubs to make them search engine friendly. I have a hub showing the step by step process of how to do it if you want to have a look.
