I hang up without saying another word. They don't deserve any form of a response.
It's just me says
If you have caller ID and thier number shows up tell them thier own phone number.
You can also press * 6 9 on your phone after you hang up and tell them you know thier number now.
Block thier number from your phone.
If they are a repeat caller keep a log of thier phone calls and give it to the police with a complaint of harrassment.

ask them what they are wearing... or tell them that you are with the FBI . both worked for me
