I write some hubs for hubbers but most for www. After all it's the www where you will earn from. My best performing hub in terms of traffic and clicks gets hardly any views from other hubbers and has no comments.
Some of my hubs I've tried to combine the usefulness for both hubbers and www. I just make sure I do my keyword research so the hub will be found externally by those looking for the info.

While it's like HubPages is a community of different kind of writers and how many of them will take time to read others hubs and give feedbacks, you need to consider the traffic coming from outside ie. through search engines mainly.

I tend to write about 70% for the web and 30% for hubbers. I like hubpages community and try to participate.
