I don't agree. A man can admire another woman with lust, for example, not just women in the street, but also beautiful Celebrities, and they are not committing adultery. It's fine to look, so long as his lustful thoughts aren't taken any further when he's in a relationship.

whats the sin that has been committed? Using your eyes....I think not! Your actions is all that counts. Someone that looks, even though they may lust cannot compare to one that looks, lust as well as acts.

Looking and lusting are two different things. Looking at a woman and thinking she's hot is one thing. Lust involves desire and want. I don't know very many wives who say "My husband can desire to be with another woman if he wants just so long as he doesn't do anything." Absolutely not. If a husband desires to be with another woman who is not his wife, his heart has become unfaithful. I don't think he would say to his wife, "Honey, I really want to sleep with that other woman, but I would never do it." That wouldn't be okay either. No wife would be content with a man who was constantly desiring other women. Action or not, as far as that wife is concerned, he might as well be out there cheating, because clearly his desire is not for her. This is what Jesus is addressing. Looking is human. Lusting is a choice.

I think the scriptures intention here is to show the difference between sex and intimacy. Sex is a physical act. Intimacy is the combination of several emotions and physical acts.
Basically its telling you that for married people; lust=adultry of the heart. sin is sin and one is not worse than the other.
