Not necessarily if that celebrity's popularity is dying and his/her online presence is merely a desperate attempt to gainback popularity. But some forgotten celebrities are pulled back into the limelight thanks to social media. Famous example would Rick Astley. See the details on wikipedia on Rick Astley.
