If Obamacare is not going to benefit anyone for 4 years, why are they going to start collecting taxe

That is the key question. The revenue is to help bridge the gap with current federal health care, i.e. medicare. The revenue shortfall is increasing in these programs as our population ages and collects benefits, and leaves the workforce.
