If moralizing and guilt doesn't work you may have to take away their toys. As for the Government it isn't broken, it is in-fact working exactly how it was designed to work, sad as that is. However if you want something better you will need to convince them that there is indeed something better to be had, something they would renounce the selfish side of their Human-nature for.
