HTML is Design only language while other two PHP and visual basic are used to produce dynamic behavior. So if your consideration is design only, then a combination of HTML and CSS is the best choice at present.

The onsite optimization to which you're referring is not that important. The critical thing is that the search engines be able to read your content. After that it really comes down to what you do for your off-site optimization.

No language is better than any other for seo. The primary difference between each page, as far as client side is whether the extension is php, aspx, or html. They all do the same thing, they all create html output. SEO is based on content, links, referral links, and popularity. Depending upon the site, it could be more SEO friendly with url rewriting, which they all can do. Its all a preference of how you want to write the site, and since they produce the same output, you leverage the client on server technology to use based upon your needs for the site.

HTML is best to use for websites. HTML creates static websites which are light weighted and easily indexed by search engines.
