If you are inside the city limits, the city you live in may or may not have ordinances in regards to this. If you live outside of the city limits, these issues are usually addressed by laws or ordinances in each individual county. There is no "blanket answer", I'm afraid. It just depends on what city/county in Florida (or most states, for that matter) you happen to reside in.
