In my state, Missouri, we have state parks that are set up on springs (like Bennett Springs State Park) and they are stocked with trout. The true answer to your question is a long one, but I would say the short answer is:
Either Lake Taneycomo in Branson Missouri, or the White River in Arkansas. Alternatively, small stream fishing is best in one of the afore mentioned state parks.

My vote is the St. Joe river in Idaho
It is remote, beautiful and there are some huge westslope cutts hiding out in it.
and you can fish it unguided and still, find great access and catch fish.
