Well there are many factors involved. Decent content is probably the most important; grammar and spelling are very important too. Formatting is the most overlooked aspect in my opinion - breaking up content with relevant pictures, headings and sub-headings makes a hub far easier to read - it also allows people to skim the article and find interesting parts. In fact I did write a whole hub on the subject!
