Just explain in a completely calm and rational manner. Explain that you do not share the feelings he has, but you are sure that plenty of other people will like him. The best thing to do is be honest, but kind.

If the guy has never approached you to say he likes you or wants to take you out, why would you even think to say to him you don't care for him that way.  What way?  He hasn't said anything to you. Just continue to be respectful toward the guy and treat him the way you want to be treated, but you really don't have any concrete evidence he really likes you or want to take you out.  He's shy, maybe that would be his reaction to most girls.  Tell your parents what big news about the guy?  The guy hasn't said anything to you.
Now if he gets up enough nerve to say something to you like he likes you and would like to take you out, then you let him know you don't want to mislead him on in thinking it can be more than friendship, and it may be better you didn't go out with him.  Don't stop being respectful and try to keep a smile so you won't frighten this very shy boy. yikes)

how sure are you that he likes you?if you are very sure of that, then first thing to say to him is that you only treat him as a friend. And tell him that he is good but you are liking somebody else.

If the guy has never approached you, why is there a need to tell him you don't like him? There isn't even any concrete evidence.

Similarly, what is the "big news"? Nothing has happened.

You need to be calm and rational like said before, but you need to be completely upfront and straight forward with him also. Don't leave any chance in his head that you may still be interested in him in the future.

Tell him that you do not mind being his friend, but you do not like him as anything other than a friend.  I think if you use the "friend" word a lot, he will get the message.  He is in the infamous "friend zone" so there is no need for him to blush. Whatever you do, try not to lead him on to think differently.  Tell him the truth that he is a friend in a nice way.
