Do you feel the Husband would be controlling or disrespectful offering his wife the option of...

    staying home instead of working?

No, not if it were offered as an option. In fact, I would love it. There is a lot to do at home!

More would have to be known about the relationship. In some cases, the one who makes the money also controls the household decisions. In other families this is not the case. Something prompted you to phrase the question the way you did. Does the husband have a tendency to be controlling and disrespectful?
Staying at home doesn't mean loss of income. For example, you could stay at home yet generate an income via your computer. Many people do this.
You could also do this on a trial basis. If it doesn't work then find another job. But to answer your question, just because a wife stays at home isn't grounds for the husband to be controlling or disrespectful especially if this is offered as an option.

I think not, he is just giving ideas the advantages and disadvantages between the two.And it is better to be given an option, instead of ordering the wife what to do.That would be controlling and disrespectful.
husband and wife should communicate and if the husband is talking about options,it means he is communicating to his wife, don't want to impose himself.
