What is the controversy and hype behind the military Project called HAARP. Recently a cable television show aired featuring Governor and former pro wrestler and Navy Seal Jesse Ventura; in the show they did a report on the HAARP project, well that program was just the latest in a long line of media programs that reported on HAARP.
So why so much interest in a radio antenna array in the Alaskan wild? To understand why let’s take a look at HAARP and exactly what it is that does. First let's examine what HAARP stands for; it stands for (High Frequency Active Auroral Research Program). The programs stated mission is to further the understanding and our knowledge of the physical and electrical properties of the ionosphere so we can gain knowledge of how it can effect our civilian communication and navigation systems.
The HAARP program is located in southeastern Alaska near the town of Gakona at the university run ionosphere research laboratory. The patents for HAARP were acquired by the military’s E-Systems now owned by Raytheon Systems from Bernard Eastlund, Eastlund worked for a smaller company that was purchased by then E-Systems which was under the umbrella of DARPA funding. The patent deals with beaming an electrically charged beam of radio waves from a large antenna array charged with a large amount of power into the upper atmosphere or the ionosphere. This amount of power can reach up to 300 million watts of power at current rates of broadcast and the military has patents to boost this power output to over a one hundred billion watts. These prodigious amounts of power can cause anomalies within the natural equilibrium in nature by super heating the ionosphere causing it to bubble upwards over a thirty square mile radius. But HAARP scientists and researchers say that the project is only being used for peaceful research and is purely scientifically research based and that it is used to study the natural processes of the ionosphere.
So how does sending a super charged radio beam effect the ionosphere? Well it heats it up and pushes the atmospheric layer outward towards space. So in a sense it is an upper atmospheric heater. This bulging of the ionosphere (the upper most near vacuum of space part of the atmosphere some 70 miles from the earth's surface) is where the earth's geomagnetic field interacts with the sun's solar radiation and charged solar wind, the ionosphere can then be used as a reflective radio wave lens to beam back the signal with multiplied strength. Different signals have different effects on the bulging effect caused by the charged radio broadcast. Atmospheric scientists can use this technology to study the regenerative flux of the earth's replenishing ionospheric charging and the fluctuations of it's strength and activity. So that is what the scientists can do with it... but this is a military funded project under both the U.S. Air Force and the Navy so what kind of applications would the military need something like this for? Memorandum 193 and the Military Applications of HAARP
There is a man that has studied HAARP closer than anyone and that is Author Nick Begich a brother of a well known Senator. What he dug up doing research in the early 90s shows a memorandum that was not officially published showing the real applications for HAARP and what it could be used for.
Memorandum 193: Office of Naval Research and Phillips Laboratory about HAARP dated November 4, 1993 the following is written:
"The proposed research will be undertaken using high power radio transmitters to probe the overhead ionosphere, combined with a complement of modem scientific diagnostic instruments to investigate the results of the interactions. "193
"HAARP will be constructed at auroral latitudes in Alaska. A unique feature of the research facility would be a high-power high-frequency radio transmitter with the capability of rapidly steering a narrow beam of energy toward a designated region in the sky."
The HAARP array has a unique capability, by developing a large enough Eastlund ionospheric heater the massive power levels can charge up to one watt per cubic centimeter, this amounts to a million times increase in transmitted power output over other ionospheric heaters that exist in the world today. HAARP has the unique capability unlike any other antenna array to focuse its transmission like a beam giving it amazing agility and focus strength. This allows the beam to be brought to a point in the ionosphere unlike other heaters where the wave strength is spread out like a cone and the energy is dispersed.
A key goal of the program is the identification and investigation of those ionospheric processes and phenomena that can be exploited for Department of Defense purposes, such as those outlined below... Generation of ELF waves... Geophysical probing... Generation of ionospheric lenses...Electron acceleration...Generation of geomagnetic-field aligned ionization... Oblique heating... Generation of ionization layers below 90KM... the most exciting and challenging aspect of ionospheric enhancement is its potential to control ionospheric processes in such a way as to greatly enhance the performance of C3 systems (or, to deny accessibility to an adversary). "199
The military goes on to describe their excitement about the possibility of "seizing" control of the ionosphere and bending it into the shape which serves their purposes. These are the statements within the government reports which ring the loudest with the inflections of Eastlund, the inventor of the primary APTI patents.

- To advance the understanding and manipulation of geological anomalies like fault lines in earthquake zones through geo-probing.
- To communicate with a focused beam of radio transmission with submarines at deep depths and to underground military installations as to not let the enemy intercept the transmitting signal.
- And last but not least, to use focused beams of ELF (extreme low frequency radio waves)... but for what purpose?
Conspiracy theories abound about the use of these applications. ELF has been shown to effect the brains activity and cause people to have strange experiences. The brain and the heart are both highly sensitive to these naturally occurring phenomena and when these forces are applied to the body they can have strange effects on the brain. There are theories that HAARP or another U.S. government black weapon was used on the troops in Iraq in the first Gulf War because of the conditions of the troops from Iraq and how they gave up without a fight. This is all just theory and in truth I don't believe it is true but it is not outside the realm of a possibility. The US military has used the public and our own service men as Guinea pigs in the past, they are considered domestic property after all. With Memorandum 193 does seem to push the envelope with the proposals it talks about. So is HAARP the ultimate weapon able to control weather, alter brain activity and cause earthquakes? The jury is out and the evidence so far is only circumstantial at best, but there is evidence to show that it COULD be used for those nefarious purposes.
