   Satan is the adversary to God.  God is good, Satan is evil.  God loves, Satan hates.  God gives life, Satan takes life.

   Satan is a fallen angel. His job, according to the Bible, seemed to be to tempt people away from God as some sort of test.

   Satan is NOT omnipotent, omniscient and omnipresent. He is murderer, the father of all liars, a thief and the father of all evils acts. He remain the greatest enemy of GOD, and the greatest deceiver of all men. those follow him are blind and they can only end up where he (Satan) will end (eternal punishment) called Hell Fire. He has rob millions of people destiny and leads them to condemnation. Be wise!

      At what point in time do people take responsibility for their own actions and quit using the devil or Satan as a scapegoat? If I do wrong, I do wong I do not blame anyone for what I did.  Even though it would be easier.

   These concepts are projected personifications of certain energies that make up the sum totality of all creation. Perhaps these are only of limited value in the long run? Another approach would be to think of the forces that grind away at us - good v. evil, God v. Satan, etc - as polarities that are necessary for the progression of souls, in the grander and wider scheme of things. And whether we like it or not, we're being polished in the miller's grinding stone of life and creation.

   The Christian Satan is an invented god, and so far removed from the Jewish concept as to be totally unrecognisable. It's origins are in Zoroastrianism and found its way into Israel's superstitions after the exile.
   
   In Judaism satan simply means adversary and is applied to men or angels that God commissions to frustrate the plans of men. In Numbers 22:22, the Angel of the Lord that stands in Balaams path is a satan in the Hebrew text.
   
   The idea of fallen angels is not found in the Hebrew scriptures, and angels have no free will of their own.
   
   So no, there simply is no fallen angel as an arch fiend of God.

      Lucifer is not Satan but is Latin for the Hebrew 'light bearer' which was applied to a Canaanite deity. Isaiah 14 is talking about the King of Babylon in this chapter and he likens him to this mythicl deity as both had a sudden and unexpected demise.

   You ask the question that I have been grappling with for years.  Before I answer that question what I was thinking is if God is omnipotent, omniscient, and omnipresent, how could we have a free will?
   
   Now to your question, I think Satan works for God and follows orders like the rest of God's servants. The story of Job in the Bible makes me think this way.  God could destroy Satan at any point in time. Instead God lets Satan bother Job to test Job.  God could make the whole world beautiful and peaceful by God's will if the theory is true God is all powerful. 
   
   I found another story in the Vaisnava (close to Hinduism) tradition where seemingly demonic beings were terrorizing the earth, but in actuality they were the guards for the supreme lord fulfilling God's wishes.
   
   In the end the conclusion is God does as God please and we just have to accept that.

   While God is all-present and all-powerful, Satan is sin. Even though Satan exists, God is still the god of this world, and the next. Even though Satan still has power, God is more powerful. Therefore, he is the omnipresent and omnipotent One.
