Is there a difference between judgment and perception? If so, what is the difference?

In addition, can perception and action occur simultaneously. Does the difference, therefore, between judgment and perception have something to do with time?

So, it seems, judgment has to do with conditioning; family, schooling, religion, culture, social structure, political and economic system, ideology. While perception, if free from that conditioning, is clear, direct, true; not clouded by time.
