My guess would be - maybe - that cats aren't lazy. They're a) so efficient that they make things look effortless and easy, and b) because of that, their stuff gets done fast, so they have more time to do nothing. Besides being efficient, cats like to spend some time "working on" their relationship with the people they love and trust most. They're not lazy when they spend their time snoozing comfortably nearby someone they like. Also, in all their wisdom, cats know that sleeping in the sun for a certain amount each day may give them the Vitamin D they need.
As for dogs, I don't think they're crazy - just too innocent and honest to worry about looking cool and efficient. Instead, they're so friendly that they like/love most of the people they meet, and in their wish not to let all those people feel taken for granted, dogs spend more time worrying about relationships and therefore have less time to get all their other stuff done.
I like to think that there is something to be said for assuming the best in others (including pets) rather than assuming the worst. Cats and dogs are all very fine people. :)
