Dead implies a lack of sensory perception, like being able to see or hear things that are going on.
If we're talking about the bible, specifically, then definitely not. The bible is first and foremost about spiritual things, and the "spiritually dead" do not have eyes to see nor ears to hear. They have "tuned out" God from their radar, so to speak, and are on a path to destruction of their own free will.
Those that are spiritually alive in Jesus Christ, who are in heaven, probably know a great deal more about what is going on in the world since they are near the very throne of God. They're not really dead, though their physical bodies have faded away.
