All-time debate, who is the best NFL QB of all time, Elway or Montana?

I understand Montana never lost a super Bowl, 4 for 4.  3 of those 4 he was blessed with the greatest WR of all time, J Rice. He also had a rock solid defense while have an above avg running game.  Now, Mr Elway went to a record 5 Super Bowls.  He reitired as the winningest QB of all time.  He did all this with a mediocre team from 83-95.  From 95-98 he was given players to help him win Titles, including a Rb he sought after his whole career TD. Elway finally won with a team behind him. Montana would never have done as well a Elway did during the 80s and 90s given the same team as JE!

Montana had no one around him when he won the first, no great receivers or running backs. Elway would have have a better team around him if he wasn't so self centered and tried to control the team and coach. Montana could read a defense better than any QB, had a great mental game and was a team player and when he went to KC his last 2 years with little team around him made deep playoff runs with them, that's something Elway lacked in his game. Elway had a great arm, the best, but lacked the ability to win without a great RB, but neither of them was the best, he's still playing!

Both were great QB's in their own rights.  I wouldn't say Elway had a mediocre team.  You can't go to that many Super Bowls with a mediocre team.  They had the "Orange Crush" during part of his career, one of the best defenses and linebacking cores ever to play the game.  He always had pretty decent receivers as well.  Montana had the greatest receiver of all time, and Montana and Rice made those guys around them better like John Taylor and Brent Jones.  Roger Craig was a great back, but isn't even in the Hall.  I can't even name a running back Elway had before TD...Bobby Humphrey??? lol.  They both played in different systems and were good at what they did.  I don't know if you can ever say who was the best, because there are too many variables that come in to play that aid their success, or lack of success.
