We had seen the father owl perched upon a ladder in our neighbor's backyard the weekend prior to when my husband noticed the whole family hanging out on a branch the following weekend. Drug testing recipients of welfare payments has always been controversial; most States that have tried drug-testing direct testing have been unsucessful. Florida's governor, Rick Scott, is putting his hat in the ring on this and beginning July 1, 2011, recipients of cash supplements are required to get a drug test prior to receiving assistance and periodically thereafter. So far, I have had five show up at my office for testing.
